National Greening Program - Program Brief


Executive Order No. 26

President Benigno S. Aquino signed Executive Order No. 26 on 24 February 2011 declaring the implementation of the Nation Greening Program (NGP) as a government priority that shall plant some 1.5 billion trees covering about 1.5 million hectares for a period of six (6) years from 2011 to 2016, in the following lands of the public domain:

  1.     Forestlands
  2.     Mangrove and protected areas
  3.     Ancestral domains
  4.     Civil and military reservations
  5.     Urban areas under the greening plans of LGUs
  6.     Inactive and abandoned mine sites
  7.     Other suitable lands

The program reaffirms that it is state policy "to pursue sustainable development for poverty reduction, food security, biodiversity conservation, and climate change mitigation and adaptation."

Likewise, the Department of Environment and Natural Resources (DENR) is the primary agency responsible for the conservation, management, development and proper use of the country's environmental and natural resources.

The program is a multi-sectoral project that harmonizes all the greening efforts of both the private and public sectors. Its participating agencies have the following commitments:


Department of Agriculture

Department of Agrarian Reform

Department of Environment and Natural Resources

    • Nursery establishment and seedling production
    • Site identification and preparation
    • Social mobilization
    • Tree-planting
    • Conduct of monitoring and evaluation
    • Provision of technical support and extension services, including product development and marketing
    • Provision of certified seeds and planting materials
    • Provision of access roads and trails to planting sites
    • Provision of post-harvest and processing facilities

Department of Interior and Local Government

    • Mobilization of more than 42,000 barangays for the preparation of seedlings
    • Provision of transportation, security, and fire protection amenities

Department of Education

Commission on Higher Education

    • Mobilization of student tree –planters
    • Nursery establishment and seedling production
    • Provision of extension services and technical assistance (through State Universities and Colleges)
    • Assistance in information, education, and communication campaigns

Department of Social Welfare and Development

    • Provision of food-for-work, cash-for-work, and Conditional Cash Transfer incentives
    • Social mobilization of almost 2.3 M Pantawid Pamilya beneficiaries    

Department of Public Works and Highways

    • Provision of assistance in the hauling of seedlings and the transport of volunteer planters
    • Assistance in the construction of access roads and trails to the planting sites

Department of Transportation and Communication

    • Provision of transportation for participants
    • Provision of communication facilities

Department of National Defense

    • Nursery establishment and seedling production
    • Site preparation
    • Provision of transport support and security

Department of Science and Technology

    • Development and transfer of appropriate technologies

Department of Justice

    • Nursery establishment and production of planting materials
    • Provision of transportation support/assistance

Department of Budget and Management

    • Allocation of funds for the NGP

Department of Health

    • Provision of medical support

National Commission on Indigenous Peoples

    • Mobilization of participation of indigenous groups
    • Site identification
    • Supervision of forest protection activities in ancestral domains

Local Government Units

    • Establishment of nurseries and production of planting materials
    • Development of greening plan for urban and sub-urban areas
    • Spearhead establishment of communal tree farms
    • Provision of technical and extension assistance and services
