TRANSFER OF BALL/ROD MILL AND CARBON-IN-PULP PLANTS

at Mabatas, Brgy. Ulip, Monkayo, Compostela Valley Province

The Provincial office of the DENR of Compostela Valley has visited this morning the Mabatas transfer site at Brgy. Upper Ulip for ball/rod mills and carbon-in-pulp plants that had been served with Cease and Desist Orders (CDO) at Brgy. Mt. Diwata last March 16-18, 2019.

It can be recalled, that more or less 90% of the plants have already transferred to Mabatas after the service of the CDOs. of these, around five (5) individual plant owners that have the financial and technical capacity to build new plants and operate on their own are already on the last phase of building their new plants, targeting to start anew on June 2019. One plant is targeting to start operational next week.

Plant owners that have no capacity to rebuild and operate individually their plant have grouped themselves into a cooperative and are on the process of building cooperative-run plants. One of the 3 plants is already operational. The Cooperative is closely supported with Barangay Mt. Diwata local government headed by Brgy. Captain Pedro Samillano, Jr. The DENR Region XI has donated to Brgy. Diwata confiscated lumber coming from different CENROs of the Region for assistance in its effort to help the Cooperative.

Other pictures also show the building of plants in progress with different materials needed such as metal plates and bars and CIPs and ball/rod mills, as well as 3 smaller individual buildings that of the Cooperative.

As Shown in the landscape of the transfer site, temporary tailings pond is in place. Final tailing pond will be built right below the temporary tailings pond.

Meanwhile, the dredging for the cleaning of Naboc river as one of the main finales of the transfer of the plants is in the consultation stage for the signing of the Memorandum of Agreement for the concerned offices tasked for the activity and after which the dredging may take off.
